Highway Safety Improvement Program (HSIP) The Highway Safety Improvement Program (HSIP) is a core Federalaid program with the purpose to achieve a significant reduction in traffic fatalities and serious injuries on all public roads, including nonStateowned roads and roads on tribal land.

Emmerich Manual High School is a comprehensive school serving students in grades 912 on the near South Side of Indianapolis. We offer Indiana Core40 academic courses, special education services, English as a New Language services, honors courses, dual credit courses, and two professional certifications in welding and Certified Nurse Assisting. Highway Safety Improvement Program Manual and the Hazard Elimination Program Manual, MAP21 also establishes special rules for High Risk Rural Roads (HRRR) but removes the funding set aside for the HRRR program from the HSIP.
