Highway Safety Improvement Program (HSIP) The Highway Safety Improvement Program (HSIP) is a core Federalaid program with the purpose to achieve a significant reduction in traffic fatalities and serious injuries on all public roads, including nonStateowned roads and roads on tribal land.

Highway Safety Improvement Program Manual and the Hazard Elimination Program Manual, MAP21 also establishes special rules for High Risk Rural Roads (HRRR) but removes the funding set aside for the HRRR program from the HSIP.
